Tōyama Mitsuru (1855-1944) was a Japanese politician who founded the Genyosha (Black Ocean Society) in 1881. Tōyama was an anti-communist and a strong proponent of Pan Asianism. He was born in Fukuoka into a family of ex-samurai.
